Distance-Measuring Devices
USGA Language

Distance-Measuring Devices:
[Specify as appropriate, e.g., "In this competition," or "For all play at this course," etc.], a player may obtain distance information by using a device that measures distance only. However, if, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g., gradient, wind-speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional functions are actually used.

As you can tell, a player may not use a distance-measuring device if it has the capability of measuring other conditions, even if the player does not use the other functions

In 2006, the NCGA will adopt the local rule which will allow the use of devices which measure distance only (the measurement of other conditions which may affect play e.g., gradient or wind remains a breach of Rule 14-3) in all of its qualifiers and championships.

Equitable Stroke Control (ESC)

Equitable Stroke Control (ESC) is the procedure whereby abnormally high individual hole scores are adjusted downward prior to the score being posted.  ESC sets a maximum number that a golfer can post on any hole, depending on the golfer's Course Handicap (not the Handicap Index).  Effective February 1, 1998, individual hole scores will be adjusted for handicap purposes per the following table:

Course Handicap Maximum Number on Any Hole
9 or less Double bogey
10 through 19 7
20 through 29 8
30 through 39 9
40 or more 10
